Drs. M. (Rini) J.M. GOOS
Mr. Rini Goos was appointed Deputy Chief Executive at the European Defence Agency on 22 February 2013. Previously, Mr. Goos was the Commissioner for Military Production in the Netherlands Ministry of Economic Affairs. As such he headed the Commissariat and was responsible for consolidating and improving the health of the Netherlands Defence and Security related industry. Highlights were the development and implementation of the offset and industrial participation policy in line with EU and national regulations; safeguarding Netherlands industry participation in cooperative defence programs such as Boxer, NH-90 and JSF; providing export support and channeling security technology development within the EU Framework Programme. Additionally, Mr. Goos was a member of the Netherlands Defence Science Board.
From 1997 until 2001 Mr. Goos was assigned by the Ministry of Defence to the Royal Netherlands Embassy in Washington D.C. as Counsellor for Defence Procurement and Defence Cooperation Attaché consecutively. He was responsible for implementing the bilateral Memorandum of Understanding between the USA and the Netherlands on defence cooperation, assisting both governments and defence industries in bilateral and multilateral equipment programmes. His office was the US-based defence procurement authority of the Netherlands for all Foreign Military Sales and Direct Commercial acquisitions. Mr. Goos also chaired the Group of 21 countries united in the MoU Attaché Group.
From 1993 until 1997 Mr. Goos worked in the Directorate General of Materiel of the Ministry of Defence as Executive Officer for international Relations, focusing primarily on multilateral European cooperation. In that capacity he represented the Netherlands in various international committees of EU and WEU. He was member of the task force which crafted and implemented the transition of the then Independent European Programme Group (IEPG) into the Western European Armaments Group (WEAG). He was the Netherlands representative in IEPG and WEAG’s Panel 1 and Panel 3, he negotiated the establishment of the WEAG Research Cell, the precursor to the European Defence Agency, and he initiated the EU-WEU Group of Experts on opening up the defence markets in Europe.
Mr.Goos started his civil career with the Netherlands Ministry of Defence in 1986, after having finished his military service in the rank of lieutenant at the Royal Netherlands Army Staff Headquarters in The Hague. He worked in the Directorate of Materiel of the Royal Netherlands Army, first as a General Staff Officer in Logistics, followed by postings as Head of the Industrial Relations and Export Support Section and Head of the Procurement Policy Section.
Mr. Goos was born in Breda, the Netherlands, on December 21, 1958.
He holds a Candidatum Litterarum Anglicarum (undergraduate) from Nijmegen University in the Netherlands (1982), and graduated Doctorandus (Drs.) in 1985. Mr. Goos is a native speaker of Dutch, has a near-native command of English and excellent proficiency in both French and German.
Mr. Goos is married to Drs. Mariëlle de Valk and they have two sons.
