Major-General Ludwig LEINHOS, DEUAF

DIRECTOR, NATO HEADQUARTERS CONSULTATION, COMMAND AND CONTROL STAFF


Major-General Ludwig Leinhos is a highly distinguished senior officer with national and international experience at all levels of command.  He is especially knowledgeable in electronic warfare, command, control and communications (C3), information technology, information management, planning and organizational issues, and procurement matters. 

Born in Aalen, Baden-Württemberg, Major General Leinhos joined the Air Force in 1975 and graduated with a Master’s degree in technical engineering from the Air Force Technical University.  In early assignments, he served in Signal Regiment 72 and the Electronic Warfare Support Centre in the areas of technical analysis, software development and simulation.  He gained additional experience as a Staff Officer for Studies and Exercises where he was responsible for air defence, C2 and electronic warfare analysis.  He was also Assistant Branch Chief at the MoD level and chaired the study group for C3 and Information systems.

As Executive Officer to the Director, Air Force Staff and later as Executive Officer to the General Manager of the NATO Airborne Early Warning and Control Programme Management Agency (NAPMA), he coordinated staff processes and workflow, managed meetings, scheduled conferences and visits, and was responsible for public relations, protocol and security.

During his assignment as Commander SIGINT Analysis Centre 70 (later 92), which deals with some of the highest classified information in the German Armed Forces, Major General Leinhos showed his qualities as a military leader with the strongest team spirit and well recognized leadership.

He was appointed Head of Division to build-up the new Federal Office for Information Management and Technology, responsible for managing Federal Armed Forces IT Systems, C3 interoperability issues, international cooperation at the higher command level and the analysis phase for all C3-related projects.

As Branch Chief and Deputy IT-Director on the German MoD Modernization Staff, he played a leading role in ensuring the introduction of state-of-the-art information technology into the German Armed Forces.  Major General Leinhos was the German Deputy Principal to the C3 Board and was the German Representative to the Multinational Interoperability Council IT Working Group.

As General Manager of NAPMA, he was responsible for the management of the NAEW&C Programme, acting as Executive Agent for NAPMO Nations.  NAPMA manages all aspects of the Programme for acquisition through delivery and policy aspects.

On 1 March 2013, Major General Leinhos assumed the duties of Director, NATO Headquarters Consultation, Command and Control Staff (NHQC3S) at NATO Headquarters, Brussels.  This post also fulfils the role of Co-Vice Chairman of the C3 Board.

Major General Leinhos holds a Master’s degree in Electrical Engineering.  He was awarded the Bundeswehr Cross of Honour in gold.  He is married to Gabriele and they have two grown-up sons.
